Due to regional and international efforts to represent Iran as an untrustworthy country among the countries close to the Persian Gulf, causing a distant relationship between them, Islamic Republic of Iran has attempted to examine its national interests regarding the countries adjacent the Indian Ocean, Central Asia and Caucasus, by adopting the policy of “looking to the east”. Although, cultural, linguistic and religious similarities cause an increment in abilities and capacities of the zone (also known as the ECO zone), Islamic Republic of Iran is facing some difficulties in the matter. In this research and to answer the question of what the challenges faced by Islamic Republic of Iran in achieving the foreign policy goal regarding ECO are, theorists have provided the idea ,that in order to attain the foreign policy goals in ECO, the Islamic Republic of Iran will face regional (Pan-Turkism, Salafism) and trans regional (Iranophobia) challenges.

International system as one unity general which has the independent and distinctive entity from its founding units makes particular- behavioral constraints. The conservative entity of International system makes difficult changing in structure and hierarchy of power. In particular, big powers in the scale of the system which the structure of International system is shaped according to them, in order to maintain of existing conditions and regularity do not allow to emergence of other big powers that will cause to structural changes. Countries which has no ideological unity with International system and also pursue foreign, revolutionary or revisionist and indecent policy will encounter more structural constraints. The nationalization of the oil industry movement and Iran's nuclear energy programmed also pursue a revisionist strategy in a region and world-wide scale which face structural constraints. In this study, we want to answer this question that what strategy has been pursued vis-à-vis the nationalization of the oil industry and the nuclear file of Iran by important and international actors (united state, Russia and England)? We assume that Iran persist a revisionist strategy in own nationalization of the oil industry movement and nuclear energy programmed that face the dis approval westerns and structural constraints. The main- strategy of these three big powers is disapproval with the- nationalization of the oil industry and reaching of Iran to nuclear energy and bigs power severely oppose these two works. And the approach of big powers (United Stats , England , and Russia)about the nationalization of oil industry and the process of access to nuclear energy follows a unit pattern ; United States and England are going to questioning and limiting Iran and Russia after getting concession and the provision of own benefits by Iran and at last , the resistance of Iran s society resulted in retreating of big powers in each both subject .

To be sure, the political system and government can be certain of its foreign policy from the perspective of philosophy, its values and norms hunted, but many countries when seeking to achieve their national interests to the conclusion that if this attitude and a serious obstacle to the attainment of their national interests considered trying to moderate his attitude or even forget, because even countries with intellectual foundations of normative, moral and ethical, but in the environment and relations Take a look below norm or normative international issues, and instead look to realistically pursue national interests Nmaynd.lza most important research question is to what causes after three decades of the Islamic Revolution, Iran's foreign policy interests could their national continually pursue stable based on a realistic approach? It seems that the Islamic Republic of Iran to causes such as the ideology of the Islamic Revolution and its values and norms governing religious, political and social structures and cultural structures that they can be under the powerful influence of norms and structures such as non-political and social decision-making, ideologically driven policies and lack of attention to strategic decisions, irrational decisions and calculate realistic and complete absence of Fraynddvlt - nation building, has caused national interests at the macro level or fails within Take considered realistic, or if it would be considered under certain circumstances, cross-shaped. In the conceptual framework of normative theories concept of international relations, one ofthe most important concerns in the international community is to achieve peace. Normative and critical theories and even some of the intellectual tendencies of liberalism and realism regarding peace and its development have always been important among scholars of International Relations. In this study by introducing neo-globalization, we give credibility that understandingthe concept of peace can be specific approach and from Iranian point of view with ontological theory aspects. In neo-globalization we assume that the mere human centric attention to global environment can not reflect and create peace on a planet called Earth and in this sphere we should shift this human centric and focus on a wider globe, with all extent and range of organisms perhaps we can reach to a sustainable peace and not positive peace, the armed peace or similar such concepts ; as a result if we can institutionalize the importance of the Earth issue and keep its survivals among humans, then it will develop naturally the entire international community and international relations space among governments, institutions and international organizations too and so will create sustainable peace with new paradigms which is neo globalization in our Iranian theory approach. In this research we review and criticize concepts of peace in theories of international relations and its relationship with globalization, and then we shift to neo globalization at the same time. Our methodology is qualitative and with reliance to neo globalization concepts and in an ontological framework we scrutinize the ideas and signs of sustainable peace
