The structural formations reflect the power in security alliances. In the last years of the Cold War, the conditions were ideal for NATO's strategy to reinforce mobility in the peripheral regions. As the structural crisis in the late 1980s intensified, the North Atlantic Treaty fell into a new situation in 1989. From this juncture onwards, the NATO's security and geopolitical mobility expanded. The first sign of NATO's strategic mobility surfaced during the years after the dissolution of the Warsaw Pact and the collapse of the Berlin Wall in November 1989. The Berlin Wall was the symbol of the Cold War within the context of international politics. Following this event, the ground was adequately set for organizational and functional evolutions in the NATO alliance. The most crucial issue concerning the NATO's member nations could be the change in regional challenges and emergence of new functions throughout the NATO's organizational activities. Any change in the structural formations could inevitably pave the way for transformation in the nature and function of the North Atlantic Treaty. In the post-Cold War years, the conditions were ripe for the emergence of regional crises and the centrifugal actors to play a role. This trend was dubbed by James Rosenau as security in a turbulent era. As such, the NATO's security policy intended to deal with threats of the transition period. The main feature of NATO's security policy must be intensified mobility and encounter with peripheral threats. Periphery within the geopolitical approach is defined and explained based on the perspective of Nicholas Spikeman. The entire regions across the marginal land regarded as the main focus of security crises can be seen as a symbol of the periphery. This paper attempted to provide an answer to the main question highlighting the foundation of NATO's security policy and its geopolitical/strategic signs. The hypothesis of this paper argued that NATO's security policy would revolve around "crisis management and control of a turbulent environment". Moreover, this paper adopted the explanatory "neoliberal functionalist approach", under which the NATO’s geopolitical mobility concentrates on the management of regional crises and building alliances with new marginal actors}, keywords = {Geopolitical Mobility,Functional Security,Regional crises,Turbulent Security,NATO}, title_fa = {سیاست‌گذاری امنیتی ناتو در عصر گسترش تهدیدهای هویتی و بحران‌های منطقه‌ای}, abstract_fa = {سیاست‌گذاری امنیت منطقه‌ای و بین‌المللی، تابعی از ساختار توزیع قدرت بین بازیگران اصلی نظام جهانی است. تشکل‌های ساختاری در پیمان‌های امنیتی مؤثر بوده و سبب بازتاب قدرت در آن‌ها می‌شود. در سال‌های پایانی جنگ سرد، شرایط مناسبی برای افزایش تحرک راهبردی ناتو در مناطق پیرامونی افزایش یافت. بحران ساختاری در سال‌های پایانی دهه 1980 افزایش یافته و به این ترتیب، پیمان آتلانتیک شمالی در سال 1989 در وضعیت جدیدی قرار گرفت. از این مقطع زمانی به بعد، تحرک امنیتی و ژئوپلیتیکی ناتو افزایش بیشتری پیدا کرده‌است. اولین نشانة تحرک راهبردی ناتو، در سال‌های بعد از انحلال پیمان ورشو و فروپاشی دیوار برلین به‌ وجود آمد. دیوار برلین که نماد جنگ سرد در سیاست بین‌الملل محسوب می‌شود، در نوامبر 1989 فرو ریخت. متعاقب چنین فرآیندی، زمینه برای دگرگونی در شکل‌بندی‌های سازمانی و کارکردی پیمان ناتو به وجود آمد. مهم‌ترین مسأله و دغدغه کشورهای عضو پیمان ناتو را می‌توان تغییر در چالش‌های منطقه‌ای و ظهور کارکردهای جدید در فرآیند فعالیت‌های سازمانی ناتو دانست. هرگونه تغییر در شکل‌بندی ساختاری، زمینه‌های لازم برای تغییر در ماهیت و کارکرد پیمان آتلانتیک شمالی را اجتناب‌ناپذیر می‌سازد. در سال‌های بعد از جنگ سرد، شرایط برای ظهور بحران‌های منطقه‌ای و کنش بازیگران گریز از مرکز به‌وجود آمد. فرآیندی که «جیمز روزنا» آن را به‌عنوان امنیت در «عصر آشوب‌زده» یاد می‌کند. به این ترتیب، سیاست‌گذاری امنیتی ناتو برای مقابله با تهدیدهای دوران گذار انجام گرفته است. ویژگی اصلی سیاست‌گذاری امنیتی ناتو را باید «افزایش تحرک» و «مقابله با تهدیدهای پیرامونی» دانست. «پیرامون» در نگرش ژئوپلیتیکی براساس رهیافت «نیکولاس اسپایکمن» تعریف و تبیین می‌شود. تمامی مناطقی را که در حوزه «حاشیه زمین» قرار داشته و محور اصلی بحران‌های امنیتی محسوب می‌شود، می‌توان نمادی از "پیرامون" دانست. پرسش اصلی مقاله بر این موضوع تأکید دارد که سیاست‌گذاری امنیتی ناتو براساس چه نشانه‌های راهبردی و ژئوپلیتیکی شکل گرفته‌است. فرضیه مقاله مبیّن آن است که سیاست‌گذاری امنیتی ناتو معطوف به «مدیریت بحران و کنترل محیط آشوب‌زده» خواهد بود. در تبیین این مقاله از «رهیافت نئولیبرالی کارکردگرا» استفاده خواهد‌شد. براساس چنین رهیافتی، تحرک ژئوپلیتیکی ناتو برای مدیریت بحران‌های منطقه‌ای و ایجاد ائتلاف با بازیگران حاشیه‌ای جدید محسوب می‌شود.}, keywords_fa = {تحرک ژئوپلیتیکی,کارکردگرایی امنیتی,بحران‌های منطقه‌ای,امنیت آشوب‌زده,ناتو}, url = {https://www.iisajournals.ir/article_41975.html}, eprint = {https://www.iisajournals.ir/article_41975_e80a16dece40153cf0d19c87efe5cebb.pdf} }
