تبیین الگوی استقرار صلح در اروپای پس از جنگ جهانی دوم

چکیده
اروپا پس از جنگ جهانی دوم دوره‌ای طلایی را شاهد بوده است؛ دوره‌ای که با صلح، توسعه و تحول در کارکرد نهاد دولت همراه بوده است. امروزه اروپا به حدی از صلح و همگرایی رسیده است که دیگر مناطق جهان به نوعی آن را الگو و سرمشق می‌‌دانند یا حداقل در پی بهره‌‌مند شدن از دستاوردها و تجربه‌‌های اتحادیه اروپا هستند. بررسی این تجربه می‌تواند گامی موثر در شناخت الگوی استقرار صلح در سطح منطقه باشد. شناخت الگوی استقرار صلح در اروپا می‌تواند زمینه بهره‌مندی دیگر مناطق جهان از تجربیات این منطقه در زمینه صلح سازی را فراهم کند. افزایش مناطق صلح آمیزی مانند اروپا در جهان نیز می‌تواند گامی عملی برای پیشبرد چشم انداز صلح جهانی باشد. پژوهش حاضر با بهره‌گیری از روش توصیفی-تحلیلی سه بحث عمده داشته است: اول اینکه که جنگ و خسارات ناشی از آن، تهدید، ضرورت امنیت، نقش صلح در توسعه و ایده‌ها از مهمترین دلایل وجودی استقرار صلح در حوزه اتحادیه اروپا بوده‌اند. دوم اینکه تاسیس صلح در حوزه اتحادیه اروپا به ترتیب از فرایند پیدایش اندیشه صلح، پرورش و کمال‌یابی اندیشه صلح، عزم و اقدام جهت برقراری صلح و استقرار صلح، پرورش و رشد صلح استقرار یافته و حفظ و پویاسازی صلح تبعیت کرده است. سوم اینکه صلح منطقه‌ای در اروپا حاصل همگرایی منطقه‌ای می‌باشد که منجر به شکلگیری هویت جدید منطقه‌ای و مجموعه امنیتی منطقه‌ای جدید شده است.

چکیده [English]
Europe has witnessed a brilliant era after the second World War; an era which is characterized with peace, development and changes in the state function. Today, Europe has reached to a level of peace and integration that other regions of the world see this region as a pattern and typical example, and try to benefit from the EU experiences. Hence, investigation of this experience can be an effective step in exploring the pattern of peace building in regional level with the promise that the world witness more peaceful regions around the world which can pave the way for living in a more peaceful world. This article using descriptive-analytic method discussed three issues: first: war, and its negative consequences, threat, the necessity of security, the role of peace in development and ideas are among the most important factors in the causes of the establishment of peace in EU region; second: the process of peace establishment in EU region has followed the following stages: the formation of peace idea; flourish of peace idea; intention to build peace and establishment of peace; flourish of settled peace and keep and dynamize peace; third: European peace is the result of regional integration which is caused new regional identity and regional security complex to be formed.
