رویکرد باراک اوباما در قبال عضویت فلسطین در سازمان ملل متحد

چکیده

نوشتار زیر، با طرح این سؤال که دولت اوباما در قبال عضویت فلسطین در سازمان ملل، چه سیاستی را اتخاذ کرده است، به این پاسخ رسیده است که با عنایت به نظریة نئوایدئالیست، باراک اوباما در ابتدا، حمایت خود را از تأسیس کشور مستقل فلسطینی در سازمان ملل، بر اساس مرزهای قبل از 1967 اعلام کرد و بارها تلاش کرد تا دو طرف را به پای میز مذاکره بکشاند. اما با توجه به تلاشی که برای حل مسئلة صلح اعراب و اسرائیل انجام داده، موفقیتی نداشته است. بااین‌حال، اوباما بر این نکته تأکید می‌کند که هرگونه تلاش فلسطین برای شناسایی و عضویت در سازمان ملل، باید ازطریق مذاکره با اسرائیل انجام شود؛ یعنی ابتدا بحث مرزها و پایتختی قدس، حل شود و سپس وارد قضایای حقوقی و روند بین‌المللی شود. درغیراین‌صورت، ایالات متحده به عنوان عضو دائمی شورای امنیت، عضویت فلسطین در سازمان ملل را وتو خواهد کرد. در این پژوهش، برای پاسخ‌گویی به سؤال اصلی، از روش استقرایی و تحلیلی استفاده گردید.

چکیده [English]

The main question of the article is: What’s Obama administration's policy on Palestine's membership in the United Nation? According to neoidealist theory, results show that Obama has declared his support for establishing a Palestinian sovereign state in the territories of pre-1967 Arab-Israeli war and tried many times to bring them back to the negotiations table. Nevertheless, he couldn’t accomplish. Meanwhile, Obama has asserted he will veto any efforts by Palestinians to be a member of the United Nations Organization stressing that the recognition should be attained by negotiations. It means, at first, the subject of borders and capital of Palestine should be resolved and then, legal matters and international process to be discussed. Inductive and analytical methods were used in this study.
