فهم سیاست خارجی ترکیه در پرتودکترین عمق استراتژیک احمد داوود اغلو

چکیده

قدرت یافتن حزب عدالت و توسعه در سال 2002 رویکرد نوینی را بر سیاست خارجی ترکیه حکم‌فرما کرد. برآیند این تحول بازتعریف هویت ترکیه بر اساس دکترین عمق استراتژیک و تغییر نقش ترکیه در تحولات منطقه‌ای و بین‌المللی بوده است. نظریه‌پرداز اصلی این دکترین، «احمد داوود اغلو» است. پرسش اصلی پژوهش حاضر این است که مبانی و اصول دکترین «احمد داوود اغلو» به‌عنوان راهبرد اصلی سیاست خارجی حزب عدالت و توسعه بین سال‌های 2002 تا 2012 از چه مؤلفه‌هایی برخوردار بوده است؟ به‌علاوه، تا چه اندازه این دکترین در پیش‌بُرد اهداف سیاست خارجی ترکیه تأثیرگذار بوده است؟ یافته‌های پژوهش نشان داده است که دکترین عمق استراتژیک به‌عنوان مبنای سیاست‌گذاری خارجی حزب عدالت و توسعه،با تأکید بر توانمندی‌های بالقوه این کشور در ابعاد جغرافیایی، تاریخی و هویتی درپی مطرح کردن آنکارا به منزله قدرتی فرامنطقه‌ای و جهانی است. در این راستا، دولت‌مردان ترک در یک دهه اخیر، با بهره‌گیری از دیپلماسی موزون در سطح بین‌المللی، حضور فعال در بحران‌های منطقه‌ای و  سیاست جامع و بی‌طرفی در پی تحقق این هدف بوده‌اند. هر چند در این مسیر با وجود موفقیت‌های نسبی موانع زیادی را نیز پیش رو دارند.

چکیده [English]

The Turkish foreign policy has shown the paradoxical behavior in the regional and global crisis that has been ambiguous for the most thinkers. In fact, the new Turkish fluctuant foreign policy is a shift in the comparison whit the previous. This fluency in the Turkish foreign policy has been experienced whit a lot of regional and transregional actor like Iran, Syria, Iraq, Russia, EU and the U.S.  The main question  of this research is that, what is the foundations and principles of Ahmet Davutoglu's doctrine of strategic depth, as the main strategy of Justice and development party between 2002 by 2012 and what its effect on the advance of Turkish foreign policy goals? The findings of this research shows that the  strategic depth doctrine try to expand the Turkish foreign policy perspective since Turkey transform to a high capability state whit a multidimensional interest and relation in the region and beyond that. In spite of its economic outcomes, but it leads to a paradoxical and conflicted behavior especially toward Middle East and Islam Word.
