چکیده

با رشد روزافزون مسائل زیست‌محیطی و گسترش فعّالیت‌های مختلف در این عرصه، اختلافات بسیاری در این زمینه بروز کرده است. این اختلافات به‌عنوان یک منبع بالقوه عدم ثبات بین‌المللی و تهدیدی برای صلح و امنیت بین‌المللی محسوب می‌شود. همواره حل و فصل اختلافات بین‌الملل محیط‌زیستی در پرتو دیپلماسی و تعاملات بین‌المللی نمود داشته است.  در این راستا مناسبات کشورها و تقویت روابط بین‌الملل و پایبندی به تعهدات مشترک بین‌المللی و لزوم تبعیت از قواعد آمره دو مبنای بسیار مهم در تبیین نقش دیپلماسی محیط زیست، توسعه پایدار و ایجاد صلح است. در این راستا دیپلماسی محیط‌زیست به‌عنوان  رهیافتی موثر در توسعه صلح پایدار در اثر تعاملات منطقه‌ای و همکاری‌های بین‌المللی می‌باشد. دیپلماسی محیط‌زیست و صلح می‌تواند به‌عنوان  یک گرایش میان‌رشته‌ای برگرفته از رشته‌های حقوق بین‌الملل، حقوق محیط‌زیست و روابط بین‌الملل مورد تصویب و تائید نظام آموزش عالی قرار گرفته و در این خصوص با جذب دانشجویان مستعد به تربیت نیروهای متخصص پرداخت. این چارچوب علمی در برخی از دانشگاه‌های جهان تحت عناوین مختلف در حال اجرا می‌باشد. در این پژوهش به بررسی چگونگی تاثیر منازعات بین‌المللی بر محیطزیست و صلح و امنیت بین‌المللی و همچنین  نقش دیپلماسی در حل و فصل اختلافات محیطزیستی از طریق مذاکره و دیپلماسی محیط‌زیست می‌پردازیم. در این راستا با توجه به حساسیت این موضوع و اینکه نظام و روح حقوق محیط‌زیست مبتنی بر اصول پیشگیرانه و جلوگیری است و همواره دیپلماسی ابزار موثر برای مذاکرات تلقی شده، در نتیجه بایستی بیش از پیش نقش دیپلماسی محیط‌زیست در پیشگیری و جلوگیری از این‌گونه اختلافات زیست‌محیطی  در نیل به صلح پایدار تبیین شود. با این توصیف فرآیند ایجاد و توسعه صلح و آموزش آن در پرتو دیپلماسی محیط‌زیست در پرتو همکاری ها و تعاملات بین‌المللی مورد مداقه قرار می‌گیرد.

With the growing environmental issues and the expansion of various activities in this field, there has been a great deal of controversy. These divisions are seen as a potential source of international instability and a threat to international peace and security. International environmental disputes have always been resolved in the light of diplomacy and international interactions. In this regard, the relations of the countries and the strengthening of international relations and adherence to the common international obligations and the necessity to adhere to the rules of the law are two very important foundations in explaining the role of environmental diplomacy, sustainable development and peace building. In this regard, environmental diplomacy is an effective approach to sustainable peace development through regional interactions and international cooperation. Environmental and peace diplomacy can be endorsed and endorsed by the higher education system as an interdisciplinary orientation drawn from the fields of international law, environmental law and international relations, attracting talented students to the training of specialist forces. This scientific framework is being implemented in some universities around the world under various titles. This paper examines how international conflicts affect the environment and international peace and security, as well as the role of diplomacy in resolving environmental disputes through environmental negotiation and diplomacy. Given the sensitivity of this issue and the fact that the spirit and the spirit of environmental law are based on preventive and preventive principles and that diplomacy has always been regarded as an effective tool for negotiation, the role of environmental diplomacy in preventing and preventing such environmental disputes must be increased. Explain achieving lasting peace. It describes the process of building and developing peace and educating it in the light of environmental diplomacy in the light of international cooperation and interactions.
