عوامل داخلی مؤثر بر دولت‌ـ‌ملت‌سازی افغانستان: دیدگاه خبرگان(2022-2001)

چکیده
پژوهش حاضر با هدف شناسایی عوامل مؤثر داخلی بر روند دولت ـ ملتسازی در افعانستان از 2022 ـ 2001، خوانش استادان دانشگاه و کارشناسان روابط بینالملل، از طریق انجام مصاحبه عمیق با 15 تن از اساتید دانشگاه و کارشناسان روابط بینالملل انجام شدهاست. این تحقیق مبتنی بر تجمیع مفاهمیمی چون دولت شکننده، ساختارگرایی اجتماعی، چرخ نخبگان و جامعه موزاییکی به‌عنوان چارچوب مفهومی ـ نظری، با استفاده از روش تحلیل مضمون مهم‌ترین عوامل موثر بر روند دولت‌ ـ ملت‌سازی در کشور را از منظر استادان دانشگاه و آگاهان حوزه روابط‌ بین‌الملل در افغانستان شناسایی کردهاست. سوال اصلی پژوهش این است که استادان دانشگاه و کارشناسان روابط‌ بین‌الملل، کدام عناصر و مولفه‌ها را به‌عنوان مهم‌ترین عوامل داخلی دولت ـ ملت‌سازی در افغانستان از سال 2001 تا 2022 می‌دانند؟ براساس یافتههای این تحقیق، مشارکت کنندگان به‌طور کلی چهار مضمون عمده؛ یعنی رشد روزافزون رسانه‌ها، شکل‌گیری نظام انتخاباتی، مشارکت اجتماعی و سیاسی زنان و شکل‌گیری جامعه مدنی طی این دو دهه را به‌عنوان عوامل داخلی مؤثر بر روند دولت ـ ملتسازی در افغانستان عنوان کردهاند. این در حالی است که به باور پاسخگویان پژوهش، همه عوامل تاثیرگذار با چالش‌هایی مواجه بودهاند که از آن جمله به دولت شکننده، فقدان حاکمیت قانون، فساداداری و وابستگی به حمایتهای خارجی صریحا اشاره شده است. نتایج تحقیق حاکی از آن‌است که در طی دو دهه نظام جمهوریت، فرآیند دولت ـ ملتسازی به دلیل تقویت و گسترش چالش‌های فوق و برخی عوامل تأثیرگذار خارجی دیگر، کمر خم نموده و به شکست مواجه گردید.

Internal Factors Influencing State-Building and Nation-Building in Afghanistan: An Expert Perspective (2001–2022)

چکیده English

The present study aims to identify the internal factors influencing the process of state–nation building in Afghanistan from 2001 to 2022, based on the perspectives of university professors and international relations experts. This research was conducted through in-depth interviews with 15 university professors and international relations specialists. The study is grounded in a conceptual theoretical framework that integrates concepts such as fragile state, social constructivism, elite circulation, and mosaic society. Using thematic analysis, the research identifies the most significant internal factors affecting the state–nation building process in Afghanistan from the viewpoint of academic experts and international relations scholars. The central question of the study is: which elements and components do university professors and international relations experts consider the most important internal factors in state–nation building in Afghanistan between 2001 and 2022? According to the findings, participants generally highlighted four major themes: the rapid growth of media, the formation of an electoral system, the social and political participation of women, and the emergence of civil society over the past two decades as key internal factors in the state–nation building process. However, respondents also noted that all these influential factors faced significant challenges, including a fragile state, lack of rule of law, administrative corruption, and dependence on foreign support. The results indicate that during the two decades of the republican system, the process of state–nation building was undermined and ultimately failed due to the intensification and .
