چکیده
تشدید تنش‌ها میان روسیه وغرب، به‌ویژه پس از الحاق کریمه (۲۰۱۴) و جنگ اوکراین (۲۰۲۲)، منجر به تغییرات چشمگیری در سیاست خارجی روسیه شده است. نارضایتی روسیه از نظم بین‌المللی تحت سلطه آمریکا و نارضایتی فزاینده کشورهای جنوب جهانی از جایگاه خود در ساختارهای قدرت جهانی، زمینه را برای چرخش روسیه به سمت این کشورها فراهم کرده است. جنوب جهانی به عنوان مجموعه‌ای از کشورهای عمدتاً در حال توسعه و وزن اقتصادی و سیاسی روبه رشد، به بازیگری مهم در معادلات بین‌المللی تبدیل شده است. با توجه به مساله مهمی که مطرح شد، سوال اصلی است که سیاست خارجی روسیه در قبال کشورهای جنوب جهانی چگونه قابل تبیین است؟ فرضیه اصلی این است که روسیه در مواجهه با انزوای ناشی از تحریم‌های غرب، تلاش می‌کند با گسترش تعاملات سیاسی، اقتصادی و نظامی با کشورهای جنوب جهانی، ضمن کاهش فشار تحریم‌ها، نقش مؤثرتری در شکل‌دهی به یک نظم بین‌المللی چندقطبی ایفا کرده و منافع خود را در برابر غرب پیش ببرد. این پژوهش با استفاده از روش توصیفی-تحلیلی و تکیه برمنابع کتابخانه‌ای، اسناد رسمی، مقالات علمی و تحلیل روندهای جاری در روابط بین‌الملل، به بررسی ابعاد مختلف سیاست خارجی روسیه در قبال جنوب جهانی و تأثیرات متقابل آن‌ها می‌پردازد. یافته‌ها نشان می‌دهد که روسیه از ابزارهای متنوعی چون همکاری‌های نظامی و امنیتی، فروش تسلیحات، انرژی و مشارکت در سازمان‌های بین‌المللی مانند بریکس و سازمان همکاری شانگهای برای تقویت نفوذ خود در جنوب جهانی استفاده می‌کند. با این حال، این سیاست با چالش‌هایی نظیر رقابت با چین و محدودیت‌های اقتصادی روسیه روبروست.

The foreign policy of Russia towards the countries of the Global South

چکیده English

The intensification of tensions between Russia and the West—particularly following the annexation of Crimea in 2014 and the war in Ukraine in 2022—has resulted in significant shifts in Russia’s foreign policy. Moscow’s dissatisfaction with the U.S.-dominated international system, along with the growing discontent of Global South countries over their marginal position in global governance structures, has paved the way for a strategic pivot toward these nations. The Global South, consisting mainly of post-colonial developing countries with increasing economic and geopolitical significance, has emerged as a critical player in international affairs. In light of this context, the main research question is: How can Russia’s foreign policy toward Global South countries be explained. The core hypothesis is that Russia, facing isolation and pressure from Western sanctions, seeks to strengthen its political, economic, and military relations with the Global South to both mitigate the impact of sanctions and promote a more multipolar international system that challenges Western dominance. This study employs a descriptive-analytical method, relying on library sources, official documents, academic articles, and an examination of current global trends to explore the scope and implications of Russia’s engagement with the Global South. Findings indicate that Russia utilizes a wide range of instruments—including military and security cooperation, arms exports, energy partnerships, and participation in international organizations such as BRICS and the Shanghai Cooperation Organization—to increase its influence. However, this approach faces significant challenges, notably strategic rivalry with China and domestic economic constraints that limit Russia’s long-term capacity for global outreach.
