This has led to the country's water programs, which are being pursued through projects such as Gap and Dop to manage and supply the country's energy and development, with increasing extraterrestrial influence and political implications. However, most countries in the region have faced serious water challenges, so examining Turkey's policies and explaining its intentions and strategies on how to manage the water of these two Impressive Rivers can play an important role in understanding the country's macro-strategies in regional equations. The present article seeks to answer, in a descriptive-analytic way, the theoretical framework of realism, what is Turkey's strategic intention to pursue Mesopotamian Hydro politics? The main hypothesis of the paper is that the policy of maximizing power and hegemony over regional competitors has led Ankara to pursue the use of water resources to implement its hydro-hegemony strategy. Finding: Hydro-hegemonicism is part of the puzzle of regional hegemonicism alongside programs such as converting energy hubs, technical-technology production hub and Ankara regional exchange center to rely on future models of equations. Change the region against key actors like Iran}, keywords = {Turkey,hydro-hegemony,Iraq,Syria,Iran}, title_fa = {آب و راهبرد هیدروهژمون‌گرایی ترکیه در بین‌النهرین}, abstract_fa = {موقعیت ممتاز ترکیه در شمال بین‌النهرین و برخورداری از منابع بالادستی رودخانه‌های بزرگ آن یعنی دجله و فرات که به کشورهای پایین‌دست(سوریه، عراق و ایران) سرریز می‌شوند، سبب شده برنامه‌های آبی این کشور که در قالب پروژه‌هایی مانند "گاپ" و "داپ" جهت مدیریت و تامین انرژی و توسعه کشور پیگیری می‌شود، تاثیرات فراسرزمینی و تبعات سیاسی روزافزونی یابد. این درحالی است که اغلب کشورهای منطقه با چالش‌های جدی آبی مواجه بوده و لذا بررسی سیاست‌ها و تبیین نیات و راهبردهای ترکیه پیرامون نحوه مدیریت آب این دو رود فراسرزمینی می‌تواند نقش مهمی جهت شناخت راهبردهای کلان این کنشگر فعال در معادلات میان‌مدت و بلندمدت منطقه-ای داشته باشد. مقاله حاضر درصدد است با شیوه توصیفی-تحلیلی و بهره‌گیری چارچوب نظری رئالیسم، به این پرسش پاسخ دهد که ترکیه چه اهدافی را از سیاست کنترل آب و هیدروهژمون‌گرایی در بین‌النهرین تعقیب می‌کند؟ فرضیه اصلی: سیاست بیشینه‌سازی قدرت منطقه‌ای موجب شده تا آنکارا به‌دنبال ابزارسازی سیاسی منابع آبی جهت پیاده‌کردن راهبرد هیدروهژمون‌گرایی برآید تا بتواند در بزنگاه‌های سیاسی تغییرات دلخواه را بر رفتار همسایگان و در نهایت معادلات و قواعد منطقه‌ای تحمیل نماید. یافته پژوهش: هیدرروهژمون‌گرایی بخشی از پازل هژمون‌گرایی منطقه‌ای ترکیه در کنار برنامه‌هایی نظیر تبدیل شدن به هاب انتقال انرژی، قطب تولیدات فنی-تکنولوژی و مرکز تبادلات اصلی منطقه‌ای آنکارا است تا بتواند به اتکاء آن الگوهای آینده معادلات کلان منطقه‌ای در برابر کنش‌گران اصلی همچون ایران را تغییر دهد.}, keywords_fa = {ترکیه,هیدروهژمون,عراق,سوریه,ایران}, url = {https://www.iisajournals.ir/article_134922.html}, eprint = {https://www.iisajournals.ir/article_134922_970a6f407b784b1b2328a059ddfc2ccb.pdf} }
