But it seems that China since 2012, when Xi Jinping (as symbol/representative of the fifth generation of China leaders) took power, considers itself in such a level of capabilities, to play a much more active/dynamic role in regional and international affairs. The aim of this new active/dynamic China is getting more shares in strategic arenas, redefining itself in the context of Chinese dream, revival of its National Power and finally promoting international status of China as an established multidimensional (economic, cultural, political, strategic) great power. Based on this strategy China has started several economic ↔ strategic initiatives in regional and international levels, including: active contribution in BRICS, Establishing Asian Infrastructure Investment Bank (AIIB) and BRICS bank, promoting role of Shanghai Cooperation Organization, and of course Silk Road Economic Belt or SREB (known as China Marshall Plan). This Article tries to show the economic↔ strategic root causes of SREB initiative, the political will of China's leaders to fulfillment the initiative and finally practical evaluation and explaining implications of the SREB}, keywords = {China,Silk Road,Central Asia,Emerging Powers,Transportation,Energy}, title_fa = {نسل پنجم رهبران چین و ابتکار کمربند اقتصادی جادۀ ابریشم}, abstract_fa = {چینِ نو طی سه دهۀ گذشته تلاش‌کرد تا با اتخاذ راهبردی که به‌تدریج خیزش مسالمت‌آمیز نام گرفت، نگرانی سایر قدرت‌های بزرگ و همسایگان منطقه‌ای خود در خصوص افزایش قدرت این کشور را تعدیل و از موضوع جهشِ اقتصادی و افزایشِ قدرت جهانی چین حساسیت‌زدایی کند. با به قدرت رسیدن «شی جین پینگ» به‌مثابۀ نماد نسل پنجم رهبران چین، به نظر می‌رسد این کشور اکنون خود را در سطحی از قدرت می‌بیند که نقشی پویاتر در عرصه‌های منطقه‌ای و بین‌المللی ایفاء کرده و(البته بدون درگیری خصومت‌آمیز با رقبای منطقه‌ای و جهانی) با سهم‌خواهی فزاینده در حوزه‌های استراتژیک تعریف جدیدی از خود در چهارچوب رویای چینی و احیاء قدرت چین ملی ارائه کند. هدف این پویایی جدید، نهادینه‌‌سازی جایگاه این کشور، به‌مثابۀ یک قدرت بزرگ چند بُعدی (اقتصادی- سیاسی- فرهنگی- استراتژیک) است. چین تحت رهبری «شی جین پینگ» در همین راستا ابتکارات اقتصادی ↔استراتژیک متعددی را در سطح بین‌الملل آغاز کرده است؛ از جمله: فعال شدن بریکس، تأسیس بانک سرمایه‌گذاری زیرساخت آسیایی، تأسیس بانک بریکس، اهمیت یافتن روز‌افزون سازمان هم‌کاری شانگهای، .... و البته «ابتکار کمربند اقتصادی جادۀ ابریشم» که به «طرح مارشال» چین معروف شده است. مقالۀ حاضر ضمن تحلیل «نظری» کنش‌گری‌های جدید چین در عرصۀ بین‌الملل به ارزیابی «عملی» ابتکار کمربند اقتصادی جادۀ ابریشم، ریشه های اقتصادی ↔استراتژیک شکل گیری این ابتکار، میزان جدّی بودن رهبران چین برای اجرای آن و پیامدهای تحقق این طرح پرداخته است.}, keywords_fa = {چین,جادۀ ابریشم,آسیای مرکزی,قدرت‌های نوظهور,حمل و نقل,انرژی}, url = {https://www.iisajournals.ir/article_41995.html}, eprint = {https://www.iisajournals.ir/article_41995_46da0f5b483f23cf2d8e2fd740a2ec21.pdf} }
