One of the features of European politics and government has been the development of democratic ideas, institutions and mechanisms known as "Western democracy" with its advantages and disadvantages. The House of Representatives is also one of the main institutions of democracy and the most solid pillar of the liberal democracy system, formed in various forms and functions in European governments.In practice, different historical backgrounds and different political and social traditions have shaped various forms of parliamentary structures in Europe. Accordingly, the present paper seeks to examine the various forms of public representation and expression of the will of the legislature and the parliamentary system in Europe. The main questions of the article seek to understand whether the institutionalization of the role of popular representation within the structure of monocameralism is closer to the principles of democracy, or in the form of non-democracy (bilingualism). Also in the bicameral system, is the supremacy of the supreme parliaments or the real power of the national parliaments? In fact, given the dynamics of European societies combined with national and political diversity, both the mono-structure and the bureaucratic representationalism are representative of the regime and have no democratic advantage over the other. In many ways, including the political heritage and historical tradition of many European countries, we are witnessing the formation of a two-chamber structure composed of the Supreme and National Assembly. In this case, the two chambers have never had the same weight and authority, but the one elected directly by the people has more superiority and credibility than the one whose representatives are appointed or indirectly appointed. It is therefore assumed that the existence of two chambers of parliament will create some balance in the legislative branch.}, keywords = {Parliamentary system,Mono-Kemalism,Decommissioning,Supreme Councils,National Assemblies}, title_fa = {نظام پارلمانی در اروپا، از تعامل سیستم‌های مونو و بی‌کامرالیسم تا تعادل میان مجالس عالی و ملی}, abstract_fa = {اگر قائل به مطالعه دولت‌ها و سیستم‌های سیاسی براساس یک سری اشتراکات و الگوهای مشابه و سازگار باشیم، اروپا همواره شاهد مجموعه‌ای از واحدهای سیاسی به هم پیوسته و در هم تنیده بوده که بیشترین ارتباط و نزدیکی متقابل را در گذر زمان به ‌وجود آورده است. یکی از ویژگی‌های سیاست و حکومت در اروپا، رشد و نمو اندیشه‌ها، نهادها و سازوکارهای مردم‌سالارانه‌ای بوده که به‌عنوان"دموکراسی غربی" همراه با مزایا و معایب آن می‌شناسیم. مجالس نمایندگی نیز یکی از اصلی‌ترین نهادهای مردم‌سالاری و استوارترین ستون‌‌های نظام لیبرال دموکراسی بوده که به اشکال مختلف و کارکردهای متفاوت در دولت‌های اروپایی شکل گرفته است. در بوته عمل، پیشینه‌های متفاوت تاریخی و سنت‌های مختلف سیاسی و اجتماعی، باعث شکل‌گیری اشکال گوناگونی از ساختارهای پارلمانی در اروپا شده است. بر این اساس، مقاله حاضر به دنبال بررسی اشکال مختلف نمایندگی مردم و تجلی اراده همگانی در قالب قوه مقننه و نظام پارلمانی در اروپا می‌باشد. پرسش‌های اصلی مقاله به دنبال درک آن است که نهادینگی نقش نمایندگی مردمی در قالب ساختار مونوکامرالیسم (تک مجلسی) به اصول مردم‌سالاری نزدیک‌تر است یا در شکل بی‌کامرالیسم (دومجلسی)؟ همچنین در سیستم دومجلسی، برتری با مجالس عالی بوده یا قدرت واقعی از آن مجالس ملی می‌باشد؟ درواقع با توجه به پویایی جوامع اروپایی همراه با تنوعات ملی و سیاسی، هر دو ساختار مونو و بی‌کامرالیسم تجلی‌بخش رژیم نمایندگی بوده و هیچ‌یک مزیت دموکراتیک بر دیگری ندارد. به‌علل مختلف ازجمله میراث سیاسی و سنت تاریخی در بسیاری از کشورهای اروپایی شاهد شکل‌گیری ساختاری دومجلسی مرکب از مجلس عالی و ملی می‌باشیم. در این حالت هیچ‌گاه دو مجلس از وزنی برابر و اقتداری یکسان برخوردار نبوده، بلکه همواره مجلسی که نمایندگان آن با آرای مستقیم مردم انتخاب می‌شود از برتری و اعتبار بیشتری نسبت به مجلسی که نمایندگان آن انتصابی یا به صورت غیرمستقیم تعیین می‌شود، برخوردار است. بنابراین فرض بر این است که وجود دو مجلس نمایندگی باعث ایجاد نوعی تعادل و توازن در سطح قوه مقننه می‌گردد.}, keywords_fa = {نظام پارلمانی,مونوکامرالیسم,بی‌کامرالیسم,مجالس عالی,مجالس ملی}, url = {https://www.iisajournals.ir/article_53752.html}, eprint = {https://www.iisajournals.ir/article_53752_77b3015faaf60e7ff10bc3740df34797.pdf} }
