Journal Article 2026 06 02 Development-oriented assistance, as a strategic tool in international diplomacy, plays an important role in enhancing the status of emerging powers. This article examines the legal dimensions of development-oriented assistance by the Islamic Republic of Iran with a comparative look at the approach of the Chinese government. The main goal of the research is to explain the legal frameworks governing Iran's economic and technical cooperation with developing countries, especially in the West Asian and African regions. In this regard, principles such as respect for national sovereignty, non-interference in internal affairs, and mutual benefits that have been institutionalized in Iran's foreign policy are analyzed. Also, China's development-oriented model, which is based on infrastructure investment and "win-win", is analyzed as a leading model in international development law. The article shows, using a descriptive-analytical method, that although Iran and China seek a multipolar order in their macro approaches, their legal instruments and implementation mechanisms have substantial differences. While China focuses on large trade deals and new financial institutions, Iran relies on technical cooperation, technology transfer, and support for popular resistance. The study concludes that strengthening domestic legal frameworks and aligning with international standards can increase the effectiveness of Iran’s development assistance. کمک‌های توسعه‌محور به عنوان ابزاری استراتژیک در دیپلماسی بین‌الملل، نقش مهمی در ارتقای جایگاه قدرت‌های نوظهور ایفا می‌کنند. این مقاله به بررسی ابعاد حقوقی کمک‌های توسعه‌محور توسط جمهوری اسلامی ایران با نگاهی تطبیقی به رویکرد دولت چین می‌پردازد. هدف اصلی پژوهش، تبیین چارچوب‌های حقوقی حاکم بر همکاری‌های اقتصادی و فنی ایران با کشورهای در حال توسعه، به‌ویژه در منطقه غرب آسیا و آفریقا است. در این راستا، اصولی همچون احترام به حاکمیت ملی، عدم مداخله در امور داخلی و منافع متقابل که در سیاست خارجی ایران نهادینه شده‌اند، مورد واکاوی قرار می‌گیرند. همچنین، مدل توسعه‌محور چین که بر پایه سرمایه‌گذاری زیرساختی و «برنده-برنده» استوار است، به عنوان یک الگوی پیشرو در حقوق توسعه بین‌الملل تحلیل می‌شود. مقاله با روش توصیفی-تحلیلی نشان می‌دهد که اگرچه ایران و چین در رویکردهای کلان به دنبال نظم چندقطبی هستند، اما ابزارهای حقوقی و مکانیزم‌های اجرایی آن‌ها تفاوت‌های ماهوی دارد. در حالی که چین بر قراردادهای تجاری بزرگ و نهادهای مالی جدید تمرکز دارد، ایران بر همکاری‌های فنی، انتقال تکنولوژی و حمایت از مقاومت مردمی تکیه می‌کند. این مطالعه نتیجه می‌گیرد که تقویت بسترهای حقوقی داخلی و همسویی با استانداردهای بین‌المللی می‌تواند اثربخشی کمک‌های توسعه‌محور ایران را افزایش دهد. https://www.iisajournals.ir/article_246638_86ee1cf6e3fe33a80ce07e3e546c1703.pdf
