Abstract
Considering the importance, role and status of elites in the development and excellence of countries, especially in the field of science, art and technology production, managing elites is essential. In this regard, the country's strategic document on the affairs of elites, based on Islamic principles and values, has been approved in order to correctly identify the country's problems, conditions and possibilities, strategies and macro measures to provide the fields of "elitistology", "elite" To explain "cultivation", "elite selection" and "elite recruitment" in order to achieve the goals of the strategic document. The purpose of the current research is to evaluate the policy of the Islamic Republic of Iran in the field of attracting and employing elites in executive bodies, which was implemented using the approach based on systematic review. In this research, to analyze the information obtained from the systematic review with a qualitative approach, 12 indicators have been designed and applied separately for each research; Therefore, in total, with twelve indicators, the analysis of the information of each research has been extracted in a targeted manner.
