Abstract
The objective is to: International factors affect the adoption of domestic policy and the learning of politicians in two ways: a) the channel of policy or policy transfer; and b) policy acceptance. Therefore, the main objective of the paper is to identify international influences on policymaking and policy formation. Therefore, in the first step, a set of components and indicators for policy formulation, taking into account the dissemination methods of transfer and learning, should be recognized based on the literature of research, background and experiences of other countries. Method: In the next step, the most important elements identified are based on the viewpoint of professors and experts in the field of executive management and through the Delphi technique during three rounds. The Delphi panel in the research is 21 professors of executive management experience. Element clustering has been used for confirmatory factor analysis. To analyze the data obtained from VB coding in an Excel environment. The measurement model was also evaluated using the least squares and the Smart PLS software. Findings: The result of the research shows that the indicators that were screened using Delphi technique and partial least squares technique correctly determine the components and policy makers should consider the appropriate policy channel and its effective factors in accepting it at times Different ways to learn from the experiences of other countries in policy making.
