بررسی و تحلیل تأثیر برگزیت بر سیاست امنیتی- دفاعی مشترک اروپا

چکیده

بریتانیا یکی از قدرت­های بزرگ است که همواره در تحولات بین­المللی نقش مهم و تاثیرگذاری داشته است. این کشور نقش به سزایی در کندکردن سرعت همگرایی در اروپا داشته و همواره با تبدیل این اتحادیه به یک فدراسیون اروپایی مخالفت کرده است. علاوه بر این، بریتانیا روی خوشی به سیاست خارجی و امنیتی مشترک اروپا نشان نداده است و درصدد اتخاذ سیاست­های مستقلانه در حوزه امنیتی و دفاعی برآمده است. پرسش اصلی پژوهش این است که برگزیت چه تأثیری بر سیاست دفاعی و امنیتی مشترک اروپا داشته است؟ فرضیۀ مقاله بیانگر این است که خروج بریتانیا از اتحادیه اروپا به عنوان کشوری هسته­ای و دارای حق­ وتو، ضمن کاهش وزن و قدرت چانه­زنی اروپا در سطح بین­الملل، اجرای شماری از پروژه­های دفاعی انگلستان را دچار وقفه می­کند، که این خود می­تواند به کاهش توان نظامی و دفاعی اروپا منجر شود. از سویی، با توجه به این­که بریتانیا به عنوان اهرمی در دست آمریکا برای فشار به اروپا به حساب می­آید؛ لذا برگزیت می­تواند از میزان نفوذ آمریکا بر اروپا بکاهد و از سوی دیگر، فرصتی برای فرانسه و آلمان جهت تلاش برای ایجاد ارتش واحد اروپایی تلقی گردد. پژوهش حاضر با تکیه بر روش توصیفی- تحلیلی و با بهره­مندی از منابع کتابخانه­ای و اینترنتی انجام می­شود.

چکیده [English]

Britain is one of the great powers that has always played an important and influential role in international developments. It has played an important role in slowing down the pace of convergence in Europe and has always opposed the transformation of the union into a European federation. In addition, the UK has not been happy with Europe's common foreign and security policy and has sought to pursue independent security and defense policies. The main question of the research is what effect has the election had on Europe's common defense and security policy? The paper hypothesizes that Britain's withdrawal from the European Union as a nuclear-vetoed country, while reducing Europe's weight and bargaining power at the international level, will hamper the implementation of a number of British defense projects, which could reduce military power. And lead to European defense. On the other hand, given that Britain is considered a lever in the hands of the United States to put pressure on Europe; Thus, Bergzeit could reduce the US influence on Europe and, on the other hand, be an opportunity for France and Germany to try to create a single European army. The present study is based on descriptive-analytical method and using library and internet resources.
