حکمرانی جهانی وضعیت و نظریة مسلط در جهان معاصر

چکیده

حکمرانی جهانی، امروزه هم یک مفهوم مبهم در سیاست بین‌الملل است و هم صرفاً از نگاه نوعی عقلانیت غربی ـ بدون توجه به جهان توسعه‌نیافته ـ مورد تحلیل و تفسیر قرار گرفته است. برای حل این دو مشکل، نوشتار حاضر از یک الگوی پنج محوری با ایجاد دیالوگ بین تئوری‌های سنتی و رادیکال بر سر مفهوم حکمرانی جهانی استفاده می‌کند و با تأثر از این پنج محور، درصدد ایجاد نظریه‌ای برمی‌آید که هم به رفع ابهام از مفهوم حکمرانی جهانی کمک کند و هم اینکه جهان توسعه‌نیافته را به‌ عنوان یک بازیگر فعال و دارای کنش در عرصة حکمرانی جهانی وارد نماید. نظریه‌ای که در قالب آن حکمرانی جهانی هم به یک وضعیت و سیستم مسلط در جهان معاصر و هم یک نظریة جامع تبدیل می‌شود.

Nowadays, world governance is an ambiguous concept in international politics and has been also analyzed from the framework of a western rationality regardless of the undeveloped world. To settle these two issues, this paper uses a 5-axis pattern creating a dialogue between traditional and radical theories over the concept of world governance. Based on the axes, it attempts to provide a theory which both disambiguates the world governance concept and incorporates the undeveloped world as an active player into the stage. The theory transforms the world governance to a dominant status and system of the modern world and a comprehensive theory.
