تحول مفهوم امنیت و تأثیر آن بر تحول ساختاری سازمان وحدت آفریقا به اتحادیه آفریقا

چکیده
مقاله حاضر به بررسی تأثیر تحول مفهوم امنیت از دیدگاه رئالیستی و دولت‌محور آن به سوی دیدگاه‌های انسان‌محور و تأثیر آن در چگونگی تحول سازمان وحدت آفریقا به اتحادیه آفریقا پرداخته و ضمن بررسی دیدگاه سازمان وحدت آفریقا و اتحادیه آفریقا در مورد امنیت، چگونگی روند این تحول سازمانی و دلایل آن مورد بررسی قرار گرفته‌است. مقاله در پایان نیز نهادهایی را که اتحادیه آفریقا برای عملیاتی‌کردن دیدگاه امنیتی خود طرح‌ریزی کرده است، مورد بررسی قرار داده است. هرچند جداکردن یک فاکتور در این تحول سازمانی کار آسانی نیست؛ اما این مقاله درصدد برآمده است تا چارچوبی از این تحول سازمانی را در راستای تحول مفهوم امنیت ونهادهایی که سازمان جدید برای عملیاتی‌کردن امنیت انسانی ایجاد کرده، مورد بررسی قراردهد. روش پژوهش در این مقاله توصیفی، تحلیلی است.
یافته‌های این پژوهش نشان می‌دهد که بحث تمرکز امنیتی، حفاظت از امنیت انسانی و ارتقاء رفاه مردم، که در گفتمان‌های امنیتی اواسط دهه 1990 ظهور‌یافت، دیدگاه امنیتی اتحادیه آفریقا نسبت به امنیت را تشکیل داده و این، مهم‌ترین بعدی است که اتحادیه آفریقا را جایگزین سازمان وحدت آفریقا کرده است. در این راستا، این سازمان، نهادهایی را برای عملیاتی‌کردن اهداف خود طراحی کرده است. همچنین اتحادیه آفریقا اولین سازمان دولتی است که به استناد اساس‌نامه خود، امنیت انسانی را به‌عنوان قانون بنیادین این اتحادیه، به ثبت رسانده و بر خلاف سازمان وحدت آفریقا، که تمرکز امنیتی خود را بر روی دولت‌ها قرار داده بود، بیشتر امنیت انسانی را مورد توجه قرار داده است.

چکیده [English]
This paper is an attempt to study the impact of conceptual development of security from realistic and state-based to human-based views and its impact on the Organization of African Unity that how it changes into African Union. Though, it is hard to separate one factor in this organizational development, yet this paper is to analyze a framework of this organizational development in line with the development in the concept of the security and the organs made by the new organization to operationalize the human security.
In fact, while the perspectives of the Organization of African Unity and African Union about security are studied, the procedures of this organizational development and its reasons will be examined too. Finally, those organs that African Union has planned for operationalization of its security view will be analyzed.
The results of this research show that the discussion on the security concentration, the preservation of the human security and the promotion of human welfare which have appeared in security discourses at the middle of 1990s and formed the security perspective of African Union, is the most important aspect that caused the replacement of the Organization of African Unity with African Union. Therefore, this organization has accordingly designed some organs in order to operationalize its goals. The research method is descriptive–analytical.
