عوامل بیرونی موثر بر نقش آفرینی اتحادیه اروپا در قبال مساله فلسطین

چکیده

این مقاله به دنبال فهم علل و عوامل بیرونی تاثیرگذار بر سیاست‌ها، رویکردها و نقش اتحادیه اروپائی در قبال مساله فلسطین است. پرسش اصلی پژوهش این است که « سیر تحول سیاست ها، رویکردها و نقش اروپا در قبال مساله فلسطین تابع کدام علل و عوامل بیرونی است؟» فرضیه اصلی مقاله « دگرگونی های ساختاری در نظام بین الملل و بالتبع تغییر قدرت اروپا در عرصه بین المللی، نگرش آمریکا و اسرائیل به بازیگری اروپا و تهدیدات برآمده از محیط امنیتی خاورمیانه برای اروپا »، »، را علل و عوامل بیرونی موثر بر تحول نقش اروپا در قبال فلسطین برمی‌شمرد. روش پژوهش در این مقاله، «توصیفی-تحلیلی» و برای گردآوری اطلاعات نیز عمدتاً از روش کتابخانه ای استفاده شده است. یافته های پژوهش نشان می دهد اروپا در یافتن یک نقش همپایه سیاسی به موازات نقش اقتصادی در مساله فلسطین ناکام مانده است و این نقصان به نقش پررنگ آمریکا در بحران، مخالفت اسرائیل و نیز آمریکا با نقش یابی سیاسی اروپا، شکاف و عدم انسجام در میان دولت های عضو اتحادیه اروپا و نیز ضعف های اروپا در حوزه قدرت سخت و تبعات آن برای ایفای نقش یک میانجی گر بر می گردد.

چکیده [English]

This article seeks to understand external factors affecting role of European Union towards Palestinian Question. The main question of the study is that "What are the external causes and factors of the evolution of European policies, approaches, and roles towards the Palestine Question?" The main hypothesis of the article is that "Structural changes in the international system and, consequently, the change of European power in the international arena, United States and Israel’s attitude regarding Europe's actions and the threats posed by the Middle East's security environment for Europe , "are the main external causes and factors that contributed to the transformation of Europe's role in Palestine. The research methodology in this paper is "descriptive-analytical" and for the purpose of data collection, the library method has been used mainly. Research findings suggest that Europe has failed to find a parallel political role to it’s economic role in the Palestinian Question and this has been a deficiency in America's critical role in the crisis, Israel's and the US's opposition to European political insight, the gap and inconsistency among EU member states, as well as Europe's weaknesses in the field of hard power and its implications affects Europe’s role as a mediator.
