نقش تغییرِ درک راهبردی آمریکا در رویکرد این کشور در قبال پرونده هسته‎ ای ایران

چکیده
پرونده هسته‌ای یکی از پیچیده‌ترین موضوعات در سیاست خارجی و داخلی جمهوری اسلامی ایران بوده است. یکی از دلایل این پیچیدگی رویکرد متضاد آمریکا و جمهوری اسلامی ایران در برخورداری کشورهای عضو ان‌پی‌تی از "حق غنی‌سازی" بود. سیاست رسمی آمریکا در این موضوع مبتنی بر «غنی-سازی صفر» و «تعلیق فعالیتهای مربوط به غنی‌سازی» بود و در مقابل، ایران با استناد به معاهده ان‌پی‌تی بر برخورداری از "حق غنی‌سازی" تأکید داشت. بررسی تاریخی رویکرد آمریکا در قبال پرونده هسته‌ای نشان می‌دهد این کشور با اتکای به این درک راهبردی که جمهوری اسلامی ایران در برابر فشار‌های بین المللی از موضع خود عقب نشینی می‌کند، اقدام به وضع تحریم‌های چندجانبه سنگین علیه ایران کرد ولی در ادامه، ناکارآمدی تحریم‌ها در ایجاد نارضایتی اجتماعی و تغییر اراده سیاسی جمهوری اسلامی ایران در جهت عقب نشینی از حق غنی سازی و توقف رشد توان فنی ایران در غنی سازی اورانیوم، درک راهبردی واشنگتن از منطق رفتاری جمهوری اسلامی ایران در سیاست خارجی را تغییر داد. تغییر در درک راهبردی آمریکا منجر به تغییر رویکرد دولت اوباما از «غنی سازی صفر» به «غنی سازی محدود» شد که نقش مهمی در آغاز روند مذاکرات مستقیم میان ایران و آمریکا در عمان در سال 1391 داشت.

Abstract
The nuclear case has been one of the most complicated issues in the foreign and domestic policy of the Islamic Republic of Iran. One of the reasons for this complexity was the contradictory approach of the US and the Islamic Republic of Iran to the enjoyment of "enrichment rights" by member states. US official policy in this regard was based on "zero enrichment" and "suspension of enrichment activities", and Iran, instead, emphasized the "right to enrichment" under the NPT. A historical examination of the US approach to the nuclear case shows that the country has imposed heavy multilateral sanctions on the basis of its understanding that the Islamic Republic of Iran is withdrawing under the international pressures from its positions. But, the ineffectiveness of sanctions on social dissatisfaction and the change of political will of the Islamic Republic of Iran to withdraw its right to enrich and halt the growth of Iran's technical capability to enrich uranium has altered Washington's understanding of the Islamic Republic's behavioral logic in foreign policy. The shift in US strategic understanding led to the Obama administration's shift from "zero enrichment" to "limited enrichment", which played an important role in initiating the process of direct Iran-US negotiations in Oman in 2012.
