تاثیر سیاست گذاری دولتها در مواجهه با بحران کووید 19 (مطالعه تطبیقی تجربه‌های آمریکا، چین و ایران)

چکیده
شکل گیری پاندمی کووید 19 و چگونگی مقابله دولت ها با آن پرسش های مختلفی را در حوزه توانایی دولتها با توجه به ماهیت و شکل دولت ها و رابطه آنها با جامعه برانگیخته است. در این پژوهش با بررسی سه کشور آمریکا، چین و ایران که از نظر نوع نظام سیاسی، میزان تمرکز اداری و مدل اقتصادی، تفاوت های چشمگیر و تجربه های مختلفی در مواجهه با این بحران دارند، این پرسش مطرح شده که چه عواملی باعث موفقیت چین در مهار بحران کرونا و ناکامی نسبی آمریکا و ایران در مقابله با این اپیدمی شده است؟ یافته‌های پژوهش حاکی از این است که مولفه‌های دولت اقتدارگرای توسعه گرا در چین به ویژه نخبگان مصمم، دیوان سالاری کارآمد و سیاست گذاری منسجم، در کنار ضعف جامعه مدنی و بهره گیری از ابزارهای قهری، نقش مهمی در موفقیت چین در مواجهه با کرونا داشته است، با این حال در آمریکا و ایران علی رغم تفاوت های چشمگیر موجود، عدم واکنش منسجم؛ معضل تصمیم گیری و شکاف های سیاسی؛ و ماهیت اقتدارگریز جامعه ایران و قدرتمندی جامعه مدنی آمریکا، زمینه تداوم بحران را فراهم آورده است. البته بحران کرونا در ایالات متحده که قدرتمندترین اقتصاد جهانی است با وضعیت ایران که به دلیل مشکلات مدیریتی و تحریم ها، از مدتها قبل نیز دستخوش بحران چشمگیر و رشد اقتصادی منفی بوده، تفاوت های قابل ملاحظه ای دارند. روش پژوهش، بررسی تطبیقی و روش جمع آوری داده‌ها، کتابخانه ای است. این تحقیق براساس آمار رسمی انجام شده و وضعیت این کشورها از آغاز پاندمی تا 10 آگوست 2021 را مورد توجه قرار داده است.

The Impact of Government Policy making in responding to the Covid 19 Crisis (Comparative study of US, China and Iran experiences)

چکیده English

The formation of the Covid-19 pandemic and how governments deal with it has raised various questions in the field of the efficiency of governments according to their nature and their relations with their societies. In this study, by examining three countries, the United States, China and Iran, which in terms of the type of political system (democracy / authoritarianism), the degree of concentration of power (unitary / federal) and the economic nature (liberal / socialism) are significantly different and have different experiences in dealing with this crisis, this question is raised that what factors led to Chin's success in curbing the Covid-19 Pandemic and the relative failure of the United States and Iran to deal with this Epidemic? The findings illustrate that the elements of the developmental states especially determined elites, efficient Bureaucracy, coherent policy making, along with the use of coercive means and the weakness of civil society, have had significant role in the success of China's government to confront this crisis. However, in the United States and Iran, the lack of a coherent response; Decision-making crisis and political divisions; And the anti-authoritarian nature of society in Iran and the strength of civil society in the United States have paved the way for the crisis to continue. The research method is a comparative study and the data collection method is library. This research is based on official statistics and has considered the situation of these countries from the beginning of the pandemic until August, 10, 2021.
