شرکت های دولتی و کنش دیپلماتیک چین؛ بر هم کنش منافع تجاری و اهداف سیاسی

چکیده
الگوی ویژه توسعه چین در دهه های گذشته، ویژگی های خاصی داشته است که از جمله می توان به نقش برجسته شرکت های دولتی در این روند اشاره کرد. به اذعان کارشناسان مختلف، امروز به موازات گسترش تعامل های اقتصادی و تجاری چین، این شرکت ها نیز به عرصه تصمیم گیری سیاست خارجی وارد شده اند. با این همه، ابهام هایی جدی در زمینه چندوچون نقش آفرینی شرکت های دولتی در کنش دیپلماتیک چین وجود دارد. بر همین اساس، پرسش اصلی مقاله این است که به موازات گسترش تعامل های بین المللی چین به ویژه در دو دهه گذشته، شرکت های دولتی، چگونه روند تصمیم گیری سیاست خارجی این کشور را تحت تاثیر قرار داده اند؟ پاسخی که به عنوان فرضیه و با بهره گیری از روش توصیفی و تبیینی به این پرسش داده شده این است که در روند توسعه پرشتاب چین، اصلاحات ساختاری منتهی به چندپارگی، تمرکز زدایی و بین الملل گرایی در بدنه دولت، در عمل سبب ارتقای سطح بازیگری شرکت های دولتی شد به گونه ای که امروز این شرکت ها به عنوان شریکِ (هر چند کوچکتر) به عرصه تصمیم گیری سیاست خارجی وارد شده و سبب متکثرتر و مبهم تر شدن کنش دیپلماتیک این ابرقدرت در حال ظهور شده اند. یافته مقاله می تواند به شناخت بهتر ماهیت کنش دیپلماتیک چین و تنظیم دقیق تر و هوشمندانه تر مناسبات با این قدرت عمده بین المللی یاری برساند.

چکیده English

The special pattern of China's development in the past decades has had special features, including the prominent role of state-owned companies in this process. According to various experts, today, parallel to the expansion of China's economic and commercial interactions, these companies have also entered the field of foreign policy decision-making. However, there are serious doubts about the various roles of state-owned enterprises (SOEs) in China's diplomatic action. Accordingly, the main question of the article is, parallel to the expansion of China's international interactions, especially in the last two decades, how have state-owned companies affected the foreign policy decision-making process of this country? The answer given to this question as a hypothesis and using the descriptive and explanatory method is that in the process of China's rapid development, structural reforms leading to fragmentation, decentralization and internationalism in the government body, paid the way for state-owned companies to enter the field of foreign policy decision-making as partners (although smaller) which caused the diplomatic action of this emerging superpower to become more numerous and ambiguous. The findings of the article can contribute to a better understanding of China's diplomatic actions and a more accurate and intelligent regulation of relations with this emerging power.
