Abstract

Today, small arms and light weapons indirectly has been replaced to weapons of mass destruction. The high quality of human losses, help to create organized crimes, stop to economic, social and proliferation terrorism due to small arms and light weapons causes to measures for limitations in illegal transfer at the international level .programme of action as more important international process to this issue has created a series of threats and opportunities for the sovereignty and defence security of nations. In this paper will be efforts under the active role of defense diplomacy be addressed to study programme of action’s threats and opportunitiesand its impacts Iran’s defense security and ultimatelyMatching it with the country's defense strategy. This paper will show that proposed goals in creating and process of POA for our defense policy will vague and threats, such as creating transparency , Licensing for brokers, tracing on small arms and light weapons expand to POA; and in front of that there are opportunities such as protection of human rights, counterterrorism , Combating Drug Trafficking, Focus on demand Struggle of small arms and light weapons, Cooperative efforts in national, regional and international that our country can with use of defense diplomacy under defense strategy for achieve Consolidation national security and defense power promotion.
