جایگاه فرسایش قدرت در راهبرد موازنه‌ نرم ایالات متحده آمریکا

چکیده
فرسایش قدرت تلاشی است سازمان‌یافته از سوی بازیگرانی که از انگیزه‌های تهاجمی برخوردارند برای تضعیف حاکمیت سایرین در صحنه سیاست بین‌الملل. ضرورت‌های استراتژیک در سیاست بین‌الملل همچون کیفیت و میزان توانایی رقبا، چنین بازیگرانی را به استفاده از این الگو متمایل می‌نماید. این الگو در کنار استراتژی موازنه نرم جهت توازن‌بخشیدن به رفتار دولت‌های رقیب، قدرت‌های در حال ظهور و بازیگرانی که نقش‌های‌شان در معادلات جهانی در حال ارتقاء است، عمدتا از سوی ایالات متحده به طور غیرمحسوس مورد استفاده قرار می‌گیرد. مهمترین ویژگی مشترک این نمونه از بازیگران در این ساختار، عدم پذیرش الگوهای رفتاری یکجانبه و ایده استثناگرایی آمریکایی است. سوال اصلی آن است که در چارچوب راهبرد فرسایش قدرت، چه تشابه و تفاوتی در رفتار ایالات متحده نسبت به قدرتهای جهانی و منطقه‌ای دیده می‌شود؟ یافته‌های پژوهش نشان می‌دهند که آمریکا با بهره‌مندی از موازنه نرم در بازۀ زمانی بلند دامنه، در صدد عملیاتی‌نمودن کاهش و فرسایش قدرت رقبای جهانی و قدرتهای منطقه‌ای می‌باشد. مقاله حاضر با تطبیق رفتار ایالات متحده نسبت به بازیگران فوق، مهمترین تشابهات و تفاوت‌های آن را مورد واکاوی قرار داده است، و برای راستی‌آزمایی داده‌ها از شیوۀ مطالعه موردی بهره برده و بََََر کشورهایی همچون روسیه و ایران متمرکز شده است.

Position of Erosion of Power in the Soft Balancing Strategy of the United States

چکیده English

Erosion of power is organized effort by actors who have aggressive incentives for ignoring the sovereignty of others at the scene of international politics. Strategic necessities in international politics such as quality and the ability of competitors, causes some players use this pattern. This pattern, along with soft balancing strategy for balancing the behavior of competitor states, emerging powers and actors who are upgrading roles in global equations, mainly from the United States are used Subtly. The most important common feature of these actors in this structure is rejection of unilateral behavior patterns and ideas of American exceptionalism. The main question is that the in the framework of the erosion of power strategy, what similarities and differences to be seen in the behavior of the United States towards regional and world powers? Research findings show that in the long-term period using the soft balancing, America seeks to realization reduced and the erosion of global and regional powers. By matching the behavior of the United States towards the aforementioned actors, this article has analyzed its similarities and differences. Paper has used the case study method for verification of data and focused on countries such as Russia and Iran.
