تبیین استراتژی‌های بهبود کارآمدی جمهوری اسلامی ایران از منظر شاخص‌های حکمرانی خوب

چکیده
کارآمدی نظام‌های سیاسی، به دلیل نقش ویژه‌ای که در اقتدار حکومت‌ها دارد، از مهم‌ترین دغدغه‌های سیاست‌مداران جهان به شمار می‌رود. مبحث فوق، تابعی از مدیریت شفاف و پاسخگو در یک کشور، با هدف تضمین توسعه اقتصادی و اجتماعی عادلانه و پایدار است که نتیجه تعامل و کارکرد همه قوای یک کشور، تحت عنوان حکمرانی خوب می‌باشد و شاخص‌های آن، بسترهای کارآمدی ساختارهای سیاسی را فراهم می‌آورند. کارآمدی نظام جمهوری اسلامی ایران هم همانند دیگر نظام‌های سیاسی، متأثر از حکمرانی خوب شکل می‌گیرد. به همین دلیل، شناخت ابعاد این تاثیرگذاری و راهبردهایی که بهبود وضع موجود را ممکن می‌سازند، دارای اهمیت می‌باشند. نویسندگان در پژوهش حاضر، با طرح سوال «استراتژی‌های بهبود کارآمدی ج .ا .ا از منظر شاخص‌های حکمرانی خوب کدام‌اند؟»، درصدد تبیین این راهبردها، با بهره گیری از ماتریس SWOT برآمده‌اند. یافته‌ها، منجر به استخراج استراتژی‌های چهارگانه تهاجمی، رقابتی، محافظه‌ کارانه و تدافعی، برای هر یک از شش شاخص حکمرانی خوب بانک جهانی گردید که در موقعیت‌های مقتضی، می‌توانند تا زمینه بهبود کارآمدی ج .ا .ا را فراهم آورند.

چکیده English

Efficiency of political systems is one of the most important issues of world political agents As a result of its unique effect on the level of government authority. This topic is a function of transparent and responsive governance in a country, with the aim of ensuring balanced and sustainable economic and social development, which is the result of the interaction and functioning of all forces, under the concept of good governance. The indicators provide the foundations for the efficiency rate of political systems. The effectiveness of the system of the Islamic Republic of Iran, like other political systems, is influenced by good governance. In the present study, the authors posed the question "What are the strategies for improving the efficiency of IRI from the perspective of good governance indicators?", tried to explain these strategies by using the SWOT matrix. The findings led to the extraction of four offensive, competitive, conservative and defensive strategies for each of the six good governance indicators of the World Bank, which in appropriate situations can provide the basis for improving the efficiency of IRI.
